Conjuring or casting a buff on yourself will not even be noticed, even if the sign says "no casting what-so-ever." Unless it's done as a provocation, perhaps. One -might- be simply told not to, depending.
Minor things like Jelly Legs would probably lose a few points, up to getting you a detention or something, again depending on the RP there.
Petrification or something more major that doesn't injure will still possibly land a detention.
Casting spells on other students that injure them will be cause for anything from a detention to temporary loss of wand to suspension to expulsion, depending on the frequency and severity of the attacks.
In some cases of course, with any of these, if it's determined to be griefing or OOC or attacking firsties just arriving to the server, OOC action may be taken.
This is all a basic guideline, RP will trump it all. Honestly it just depends on what's being RP'd.
EDIT: And as a clarification- practicing spells, or casting in the EH just to cast, will not be allowed no matter what it is. Exactly how it's handeled will honestly depend on the situation.
