True, the bus driver could have handled it better, however I disagree with those kids calling it a "culture". It's not a culture. It's a fetish. True there is a subculture based on fetishes, but they generally have the good taste to keep such things in private, where they belong. Walking yourself is something you do to get a rise out of other people. *shrugs* However it's obvious the parents of these kids didn't teach them a thing about acting decently in public. Don't give me that crap about "it wasn't harming anybody". It's putting a perversion on public display. And that does harm somebody.

I don't really find it perverse, though. And as the kind of perversion, I know perverse. As far as we know, there's nothing sexual about it. Well, I'm sure there is on some level, but they aren't flagrantly displaying the sexual aspect of it.
At least it wasn't something like this.

Right, right... we all have fairly well developed ideas on matters like this.
Keep in mind we are only getting the brief bits on the news. We don't know the WHOLE story. *Shifty eyes*
And I, for one, wouldn't want to explain that to my kids at this point. Not too mention, they'd be begging me for the next week to put them on leashes so we could "pretend" they were dogs too (which is possibly illegal in some places). *Rolls eyes*
Either way, I am vaguely surprised Dumbledore/McGonagal allow Priggo and Felien the freedom to display their leash in the Entrance Hall. *Can of worms*

There's one thing I've learned in Theory of Knowledge class; what culture is. A culture is really just a group of people that you fit in to. Anyone can have a multitude of cultures.
I fit into my school's culture, I also fit into my nerdy group of friends' culture. Hell, all of us that play HP make up our very own HP culture.
As long as there are other people that use leashes, collars, harnesses, etc, they all make up their own culture.
So yes, though it may be a fetish, the fetish is its own culture.
And also, as a bus is known as public transportation, I don't think the driver had the right to not let them on. I don't think he even would have had the right to ask them to take the leash off.
Kicking someone out of your car is a lot different, since you own the car and it's your own personal property.
I doubt the bus driver bought that bus for himself.
Edit: Gah, Nik! I started typing my response before your's showed up.
For the record, I didn't read Nik's post and then steal some of his points.

I never addressed your opinions. You compared a bus driver letting
someone onto a bus with you letting someone into your car.
The bus driver doesn't have the right to do what he did. You're wrong.
