I don't think CEP is by Bioware. :P It's made by the CEP Team.. And no, never tried that. Did you try shut it down in the task manager, and run it again? Either way, downloading the manual 7z archive is usually .. easier.

I had a similar issue when I used the installer. For some reason it takes forever to initiate the installer UI. So if you double click it. Just give it a long few minutes and the UI will eventually appear.

Not even close... :P

But yeah, it's just that CEP2.1 is absolutely huge as far as haks go, so it takes a while. IMO Bioware should have put up an "I'm doing something" window while it decompresses so you know it's doing something, but no... that quirk doesn't even compare to the mess that is NWN2. Still, just let it run in the background for a good long while and it will eventually finish and let you know.
