That tlk file comes with CEP2. You need to copy that file into your "tlk" folder.

I just went to the tlk folder and it says I have cep21_v1.tlk I think the server one says I need cep2_v1.tlk

cep21_v1.tlk is for CEP2.1. The server's still using CEP2 (2.0) as 2.1 requires NWN v. 1.69. I would -think- that CEP2.1 would also include the tlk file for CEP2.0. Maybe it's in another folder in the download? I'm not sure as I haven't downloaded 2.1 yet.
