I was wondering if people playing Bards had trouble not playing them as if they had a learning disability due to their small number of spells and inability to learn higher level ones at all.
I was also curious as to whether a char with musical talent would or wouldn't be expected to have Bard levels.

Never played a bard, never will. Hate those whimsical "practitioners of everything, masters of nothing". The notion of actually playing an instrument or singing whilst simultaneously casting spells, dodging attacks and/or swinging a sword around is just plain stupid.
In short, no, I've never had trouble with your first statement. As for musical talent, if we're strictly speaking from a class-oriented POV, the monk and rogue also have the perform skill as a class skill, and any other class could still take it as a cross-class. So I don't believe a character should have bard levels in order to sing or play an instrument, but rather pour a point or two in perform.

This place is all about the RP! No, it's not necessary to role play a disability if you decide to create a Bard. And really, the class you pick has nothing to do with the amount of wand spells you can learn. So really the only time a Bard would show itself to be lacking would be in a PvP duel.
As to your second wonder, it's absolutely not expected. For example, Seril has been playing piano for many years now. I've never considered giving him a Bard level.

While there are no limitations one way or the other, to my knowledge, others have done as you talked about, minus the musical thing. But some, playing as a bard, played a less magically-adept who instead had other focuses, like Quidditch (better AB/AC than wiz/sorc) or herbology. But from an IC point of view, these wouldn't really matter, it's just if you need to nudge yourself a little in one direction or another.

Sam was a bard from the beginning, If it's not your thing then pursue a different learning path.

According to my NWN manual, only Bards can take Perform and other classes can't even take it cross class. It's like Animal Empathy for Druids and Rangers only. Is this changed on WoHP?

Ah, yes, in NWN it's just the Bard. I always have a stack of 3rd edition D&D books lying around and I used that as a reference. Hence the difference. I also spoke about my thoughts on Bards in general rather than specifically within this mod. But thanks for clearing that up
